RAT 5 - Server Agent (Windows) 7.6

Only 1 instance of the server agent needs to be running on the same machine as the game server. As many clients as you allow can connect to the server agent.

INSTALLATION NOTE ** MUST READ **

New installs (Or installs that somehow have no active Owner account)
When starting the RAT server, you will now see a notice like this:

RAT 5 owner bootstrap token:
k4ISlmBxG_2slJBY-DyF5fnX0xw_h

Use this token from any RAT 5 Client connected to this server to create a new Owner account. Copy that token and when you connect to your server from the RAT client, you will be prompted for it when creating your owner account.

The reason for this change is to not force a client install on the local machine where either there can't be, or its just unwanted.

• Fixed built-in role refresh behavior so permission updates apply correctly after restart.
• Improved config-save fallback handling so server settings changes are more reliable.
