Hopefully fixes the issue with missing DLLs and also DB locking.

If you have a problem where it seems people are timing out or something, close CAT and press CTRL-C in your CE server window, that should release the lock. For some reason, the CE server doesn't recover when it hits a lock...

Changed: Created new window "Remote Server Viewer", which is the same as the old player list. This is to view players on any other server or if your server is remotely hosted from CAT
