In RAT:
Tools -> Create new RAT instance
This will create the shortcut, copy DB files, and everything else, in order to run multiple copies of RAT on the same machine for different game servers.

This will create the shortcut, copy DB files, and everything else, in order to run multiple copies of RAT on the same machine for different game servers.
That error message means the server process is already up and running. If you can't find it, you'll need to kill it from Windows task manager. Then try this process again.
