I know, 1 request per post. But it is a "all in one" funktion.
Mod handling is a big thing.

- Load mod by workshop ID
- Auto update
- List of installed mods
- Config modlist.txt

This is a possibility, I need to look into it more and see what it really takes. Right now I'm focused on the INI file editing, but this is a possibility.

No problem. Do the INI editor first

It looks like this should be able to be accomplished via SteamCMD.
I found a bunch of commands here: SteamCMD-Commands-List/steamcmdcommands.txt at master · dgibbs64/SteamCMD-Commands-List · GitHub

workshop_download_item : workshop_download_item <appid> <PublishedFileId> : download a workshop item

You could even use the current install server button and just add the command inside steamCMD
