Check RSS feed from Conan Exiles for Update, if RSS update is there, show message and restart.
Also is it possible to send messages out from CAT?

Updates will be coming as well as timed restarts (A very basic first pass).
As for sending messages, what type of messages(email, to a service, etc) and what would you want in them? Or are you talking about sending messages to the server to perform commands? If that's what you mean, it isn't possible, because they haven't created an way to access admin features outside of the game.
No i just wanna send messages ingame like to say something as Rcon.
So i can warn before manual restart.
Also it would be nice with messages when auto restart does
with maybe countdown.

Unfortunately, this isn't possible at the moment. I wish it was, but there is no RCON or otherwise access to hit the server remotely in that way. Ask the CE devs to add it in though and I'll gladly use it.
