Trying to start up a new server, everything loads fine. Go to connect with client and it says server is running 21.2, yet in RAT 4 it's set to install the release version, not the experimental. Any help would be appreciated!

This is a problem with the way SteamCMD is seeing the versions. Its not on the RAT side, so I can't fix it unfortunately.
However, you can set the game server version you want to download via the Steam client, then copy those files into where you actually want to run the server from. Just don't overwrite your serverconfig.xml and lose your settings.
